Sidewalk Theory
Best map of Panem, in my opinion. Since the movie was pretty much entirely shot in Charlotte, Asheville, and the Pisgah/DuPont National Forests in North Carolina, I don’t see District 12 as ONLY West Virginia. (I’m willing to trust the movie to an extent, since Suzanne Collins has a decently sized role in the production.)  For the most part, this is how I pictured it when reading the books. Only problem is that Panem ends at the Canadian border. The books said North America, not the USA.
